I found Cacoo which is a free online flowchart/diagram application in which you can access anywhere and collaborate with others. You can save the flowcharts/diagrams online or export them as a PDF or SVG file. I really could have used this for a couple of my classes last semester. When I searched last year I did not find anything like this. (Denise Day)

Oh man I just found another one, totally free, no need to sign up for anything, can be accessed from anywhere and can be saved as XML, JPG, or PNG file. It's called Diagramly and looks like it's based on the Microsoft Office format. (Denise Day)
